Thomas Barrett is the President of Boston-based EnCirca. He founded EnCirca, which is an ICANN Accredited Registrar, in 2001.[1] He also owns another ICANN Registrar called Name Share, Inc,[2] formed in 2003.
Tom's registry experience includes:
- .ASIA: Tom currently serves on the Board of .ASIA and is the registry's Corporate Treasurer and Chair of the Board Finance Committee,
- .US: Tom currently serves on the .US ccTLD Stakeholder Council.
- .PW: Current IANA contact for .PW ccTLD
- .BANK: Tom served on the registry's security advisory committee
- ,INFO: Tom was founding member of Afilias for the .INFO launch
- .BIZ: Tom was a Consultant at Neustar for the launch of .BIZ.
Tom has been active within ICANN since its formation in 1998. He is a member of the Registrar Stakeholder Group, the Intellectual Property Constituency and the Country-code Names Sponsoring Organization. He is currently Chair-elect of the Nominating Committee.
Tom is also active within the International Trademark Association, where he is the current Chair of the Web3 Working Group and previously was Chair of the Blockchain Subcommittee.

Career History[edit | edit source]
Tom Barrett has over 30 years of experience in technology, including over 20 years of experience in Internet development and management. EnCirca is a registration and validation specialist for restricted Registries and is currently providing exclusive validation and registration services for 10 Registries. EnCirca is the leading Registrar for: .BANK, .CPA, REALTOR, .PHARMACY, among others. EnCirca is also a Trademark Agent for the Trademark Clearinghouse.
Prior to joining EnCirca, he helped Neustar in launching the IP Claims Rights Protection Services for the .biz gTLD.
Mr. Barrett was previously CEO of NetNames, and one of the founding board members of Afilias. He later sold NetNames to NetBenefit (LSE:NBT).
He also served as the Vice-President at Thomson CompuMark for 4 years from 1995 to 1999. where he led the development of the SAEGIS trademark research platform. He has also worked as a Product Manager at Ziff Davis/AT&T New Media/Interchange Online Network, Senior Consultant at Accenture, CIM Engineer at General Electric Aircraft Engines and Automation Engineer at Pratt & Whitney.[3]

Mr. Barrett attended Worcester Polytechnic Institute for a BS degree and then later graduated from the Massachusetts Institute of Technology with an MS degree, both in Mechanical Engineering.[4]
