Multiple Domains Resellers in Colombia.

The Ministry of Communications in Colombia has ready the Resolution which regulates the management of domains in Colombia.

At this moment it is pending the process to initiate the Tender.

The following are most important points:

·The management of domains in Colombia will be given to a 3rd party.

·The entity selected to manage the Colombian domains will have to select the companies which will be Resellers of domains .CO, unlike the original plan there are no limits on Resellers. This will allow more transparency, competition, better prices and more a dynamic market under domains .co

·There is no establish date yet for the beginning of the Tender process, it is estimated that the process takes about two months.

·There are many people interested that have approach the Ministry in order to request the management of the .CO.

·The domains from Colombia are of great interest around the world since it opens the possibility to register Second level domains, for example: company.co which makes its registration very interesting and it will also allow the registration of Ñ and accents.

·There is global consensus that the expression “CO” is synonym of “corporation” and “company” which makes it very interesting for companies to register their second level domain .CO and also obtain a shorter name than .COM.

·The tariffs will be regulated by the dynamic of the market and in case of irregularities the Ministry can establish minimums and maximums.

Domains with Ñ and accents in Argentina. Rules for Registration.

From what is known, on September 8th the first stage of registration with Ñ, accents and Portuguese characters. This stage ends on December 16th 2008.

Normally, there is always the concern and nervousness to register the domains as fast as possible so that no one else gets to it before we do, but according to NICs rules for this stage it is very hard for someone to anticipate.

In the case of the IDNs in Argentina we asked how would the system for requests work and we propose many scenarios to see what would happen.

We were told that the registration system would work the following way:

1.- The most important rule on this stage is that only those who have registered a domain name before July 31st 2008 without multilingual characters will be able to request the domain with IDN following NIC Argentina’s rule.

A common error is that some people has suppose that they can register domains in other languages, for example: If you have informaciones.com.ar you could register informaçoes.com.ar but this not correct since only substitutions of characters are allowed but not translations of languages.

2.- The system of IDN is not only for extension com.ar but also for net.ar, org.ar, etc. If I have the domain papa.com.ar registered before July 31st I can register papá.com.ar.

What happens if a person has registered a domain papa.com.ar and another person has papa.net.ar? The owner of papa.com.ar can register papá.com.ar and the owner of papa.net.ar can register papá.net.ar. Having a domain net.ar does not give you right to request a com.ar.

3.- In those cases where a person has the domain ninyo.com.ar and another company has the domain nino.com.ar, under the rules of substitution both have the right to register niño.com.ar, then who keeps the domain? The one who has the domain name from before and prior to July 31st will keep it.

4.- It is also very interesting that the owner of the domain a.com.ar has practically secured the domains: á.com.ar, â.com.ar, ã.com.ar and à.com.ar.

Last but not least the ones who have registered the domains: n.com.ar, nh.com.ar, ni.com.ar, nn.com.ar, ny.com.ar and gn.com.ar, under the rules of substitution all can request the domain ñ.com.ar, but the owner of ny.com.ar will keep it since he has it registered first (on April 1998) and before July 31st 2008.

IDN opens in Argentina on September 8th

From Monday September 8th of this year and until December 16th inclusive the registration will be in phases for domains with Ñ, accents and Portuguese characters.

The registration in phases will be extended for a period of 100 days until December 17th 2008.

During this period of 100 days only those who already have registered a domain which can be equivalent (without the multilingual) before July 31st 2008 can apply on this phase, having in mind the conversion rules.

Rules of Conversion

a)The characters “á” “â” “ã” or “à” will be able to be used in place of the letter “a”.

b)The characters “é” “ê” or “è” will be able to be used in place of the letter “e”.

c)The characters “í” or “ì” will be able to be used in place of the letter “i”.

d)The characters “ ó” “ô” “õ “or “ò” will be able to be used in place of the letter “o”.

e)The characters “u” or “ü” will be able to be used in place of the letter “u”.

f)The character “ñ” will be able to be used in place of the following combinations “n”, “nh”, “ni”, “nn”, “ny”, “gn”.

g)The character “ç” will be able to be used in place of the letters “c” and/or “s”.


For example: If an entity has registered papa.com.ar and the date of this registration is before July 31st 2008, the entity will be able to request papá.com.ar.

If there is more than one requester for the same domain IDN (in cases where domains requested with “ç” or “ñ”), the domain will correspond to the registration of the domain with characters ASCII (without multilingual characters) that was registered before July 31st 2008.

The requests for registration with multilingual characters that was admitted during the period of the 100 days will be pending approval until Wednesday December 17th 2008.

From that date, and until Monday March 16th 2009 inclusive, of limit date, (depending on the number of requests admitted), NIC Argentina will approve the requests of domains with multilingual characters.

From the date of December 17th NIC Argentina will start to approve the requests of domains with IDN. Once this process is finished, NIC Argentina will announce, with at least 15 days in advance, which will be the date to start registrations for general public of domains with IDNs.

Uma das 200 e tantas variáveis que o Google utiliza para determinar o posicionamento de sites em seus resultados é o domínio. Um domínio como "flores-online.com.br" possui mais chances de aparecer na frente para buscas para "flores online" do que um domínio "strelizia.com.br". Com o crescente interesse de empresas em aparecer na primeira página do Google, empresas de SEO como a minha compram domínios com o intuito de melhorar o posicionamento de sites de seus clientes. Muitas exageram e usam uma quantidade enorme de domínios para a criação de sites auxiliares sem qualquer informação relevante a pessoas, com o único propósito de subir o ranking de um determinado site no posicionamento do Google. Qualquer que seja a política de novos domínios a ser definida pela ICANN para o futuro, deve levar em consideração que uma fatia desses domínios será utilizada para esse objetivo, e não com o simples propósito de ser facilmente lembrado por usuários.

Panamá will liberate 618 domains on Saturday August 9th.

NIC Panama has informed us that on Saturday August 9th they will liberate 618 domains which will be available for registration since that date.

Some highlighted domains are: evolution.com.pa, bit.com.pa, gate.com.pa, within others.

New Regulations approved for Colombia

Today the Ministry of Communications of Colombia has informed that with date July 30th, the definite regulations which will norm the functioning of the domain in Colombia were approved.

Through the approval of these regulations it is confirmed that accents, Ñ will be allow and also it is open the possibility of IDNs of other idioms which will have to be define by the new management of domains .CO.

It is also confirm that they will use the UDRP system as Resolution mechanism for conflicts and that the domains will have a validity of 1 to 5 years.

They indicate that the cost for each domain will be regulated by the market’s dynamic, it is still not known what this affirmation means but it hopefully will not exceed the average price of domains in Latin America.

One of the most interesting things is that it established that “the registration of domains .CO, .COM.CO, .NET.CO, NOM.CO will not have specific criteria other than the syntax”.

The before mention can be interpreted as a liberation of the present strict rules that govern the functioning of the Colombian domains, therefore in the future one should be able to register without local presence, without needing a Trademark or sending documents to prove the company’s existence.

For the time being, one will have to wait for the new management of domains in Colombia in order for the new Regulations to be effective, while this happens, the current requirements are still valid to register domains in Colombia.

Last Regulations Published for Domain .CO

Yesterday, it was published on the web site of the Ministry of Communications of Colombia the last version of the regulations that will be enforce for domains .CO.

On this last version of regulations for domains .CO it is confirm that accents, Ñ should be allow and also it is open the possibility of IDNs of other idioms which will have to be define by the new management of domains .CO.

It is also established that those entities that already have registered their domain under the 3rd level before the approval of the regulations should have priority to register the same domain under the 2nd level.

There are two elements that call for attention:

1.- They will probably choose to have the Conflict resolution UDRP since it is consider to be more practical, leaving on a side the local resolution system, although it had been published on the first regulations that they would eventually have a Resolution Dispute Center, which should not be developed now.

2.- The registrars accredited for domains .CO will be defined by the new management of the ccTLD and the Ministry of Communications, but in the future there would be options for new companies that fulfill the requirements for accreditation and have no link with the management of the ccTLD to be accredited registrars of domains .CO.

The registration of AM.BR, FM.BR and TV.BR its liberalized


There is a change of air in Brazil.

Being one of the countries with more domains registered in Latin America, 1.341.479 according to the last stats, and at the same time a very restrictive country regarding norms for registration, authorizing only Brazilian companies to register domains under .COM.BR. For some weeks Brazil has been experimenting some deep changes from within.

Not long ago there was a radical change in norms for registration of domains in Brazil, now is not only restricted to Brazilian companies but from now on they have also authorized the registration for individuals of Brazil.

This change in norms is impressive since at once the extension .com.br is open for registration for more than 184 million Brazilians revolutionizing the local market of domains.

Additionally, on beginning of July, the extension AM.BR, FM.BR and TV.BR which were restricted to companies in Brazil which were dedicated to the areas of Radio or Television are now open for registration for any corporate body of Brazil.

The before mentioned constitutes a very powerful sign of the liberation of airs that are happening in Brazil and that we hope in the near future it goes beyond boundaries and allow foreign companies to be owners of domains .COM.BR.

On the other hand, this new norm can be seen as an invitation for those foreign companies that are not established in Brazil and that are related to Radio and Television to register their domains AM.BR, FM.BR and TV.BR through their representatives, possibility that, before this change of norms did not exist.
